I doubt that Loki had anything to do with the list since Frigga was the one that wrote it. However, that is not to say that he did not have anything to do with why he took so long in the store. But at least he is not likely to have to get the meat again since he brought home a whole bison, on the hoof.
I think that Loki is smiling because someone else (for once) is on the short end of Frigga’s wrath.
By the way, a follow-on from someone’s comment from a couple weeks ago, definitely NOT the “roving eye”.
